The Netherlands is working hard on developing and implementing the hydrogen economy, resulting in initiatives and innovations following each other in rapid succession. This is especially true for Noord-Holland NoordWhether you want to develop an electrolyzer or integrate a hydrogen generator into your energy mix, one aspect always remains crucial: obtaining the correct permits.

Streamlining fragmented regulations

However, the laws and regulations surrounding hydrogen projects are still evolving, and the procedures and requirements vary by region and environmental agency. This can lead to confusion and delays for entrepreneurs who want to get started with hydrogen projects.

That is why Omgevingsdienst Noord-Holland Noord, in collaboration with the environmental services of the Noordzeekanaalgebied, IJmond and Flevoland & Gooi and Vechtstreek, have developed the document Frequently Asked Questions and Answers Hydrogen Initiatives. This initiative was substantively supported by New Energy Coalition and LTO-Noord.

Publishing the Q&A on hydrogen permits represents an important step in accelerating the implementation of hydrogen initiatives. By streamlining permitting processes, we offer initiators a tangible framework to get started. What starts with four environmental services can grow into a nationwide transformation. This is also an essential step towards achieving the ambitions of the European Green Deal and the Clean Industrial Deal to accelerate permitting procedures.

The Q&A provides guidance for entrepreneurs and emphasizes the importance of regulations, collaboration, and technological advancements in utilizing hydrogen as a sustainable energy source. It answers the many questions that arise when setting up a hydrogen project, such as:

  • Which government agency fulfills which role?
  • When should you contact the environmental service and when should you contact the municipality or province?
  • Which regulations apply in which situation?
  • What is the permit application process?
  • What preparations do you need to make as an initiator to ensure a smooth application process?

In addition to this practical information, the document also offers insights into the future of hydrogen in the Netherlands and the role North Holland and Flevoland play in it.
