Geothermal Energy and Citizen Participation

How can citizen participation contribute to the success of geothermal projects in the Netherlands?

The report, prepared by New Energy Coalition Commissioned by Energie Beheer Nederland (EBN), the project is investigating citizen participation in geothermal energy projects in the Netherlands. The Climate Agreement stipulates that the Netherlands must be natural gas-free by 2050, with geothermal energy playing a role in the heat transition. Citizen participation is seen as a way to increase support for geothermal projects.

The study provides insight into:

  • The context of geothermal energy in the Netherlands: What are the ambitions and challenges within the heat transition? What legal frameworks play a role?
  • Why citizen participation is important: How does participation influence support and which forms are effective?
  • Practical tools for participation: From information provision and consultation to financial participation and collaboration in geothermal projects.
  • The role of EBN and other stakeholders: What responsibilities do governments, project developers and citizens have?
