Methodology for hydrogen production and infrastructure in ports

A method for planning hydrogen implementation in ports. From data collection and port avatar modeling to optimization and a roadmap.

The report 'Methodology for Individual Port Hydrogen Production, Storage and Infrastructure Plans, including Modelling Approach' was prepared within the project North Sea Hydrogen Valley Ports by Abdelilah Hammou and Raffaele Petrone, with Jayang Gu as co-author University of Caen NormandyThe document supports the four participating ports (Bremen, Brest, Den Helder, and Esbjerg) in developing an economically viable master plan for green hydrogen: from production and storage to distribution and use.

The purpose of the methodology

Ports are major energy consumers and important logistics hubs. Therefore, this report offers a practical method for any port to plan its hydrogen implementation, tailored to its local ecosystem, port authority strategy, and existing policy. Furthermore, the approach is designed so that other ports in the North Sea region can also adopt it and tailor it to their own objectives.

  • What data is needed: information about the port ecosystem, energy consumption, strategies of local authorities, stakeholders, and preconditions such as regulations, incentives, and financing.
  • How the 'port avatar' works: a virtual model that simulates the port's energy behavior and provides insight into the interactions between renewable sources, storage, and energy flows, including operational and meteorological data.
  • How results are translated into implementation: a roadmap with budgets, timelines, milestones, and a task/responsibilities matrix for stakeholders.

The method helps ports move from analysis to implementation. From defining objectives and preconditions, through modeling and optimization, to a validated plan with scheduling, budgeting, and role allocation.
