CCUS – challenges and policy recommendations from the ConsenCUS project

Challenges and policy recommendations for carbon capture and storage

The white paper “Policy Paper: Carbon Capture, Utilization, and Storage”, drawn up within the ConsenCUS project and funded by the EU's Horizon 2020 programme, examines the role of CCUS technologies in the transition to a climate-neutral economy. Despite growing attention for CCUS, challenges such as regulation, infrastructure, and financing remain barriers to large-scale implementation.

CCUS as a key technology for emission reduction

    • CCUS is crucial for the sustainability of industries such as cement, refining and chemicals.
    • Current regulations and financing models need to be better aligned with the scaling up of CCUS projects.

Technical and policy challenges

    • Environmental impact of CO₂ capture: Technologies must be efficient and environmentally friendly.
    • Infrastructure for CO₂ transport and storage: Harmonization and risk sharing are essential for shared infrastructure.
    • Economic feasibility: Targeted investments and incentives are needed to make CCUS competitive.

Policy recommendations for scaling up

    • Stricter standards for CO₂ storage and use, based on life cycle analyses.
    • Investments in R&D and scalable CCUS technologies to stimulate innovation.
    • Improved public engagement and capacity building for acceptance of CCUS projects.
